The use of figures in the evaluation or rural development policies: a quest for knowledge Counting, to tell and understand

Using figures seems to create rigour, objectivity, knowledge and it facilitates comparisons. Consequently, an evalution without figures is hardly conceivable. Nonetheless, objectivity and precision can be just an impression given the fact that figures are constructions built on a modeled description of reality. The simplification of reality operated through a figure can hide subtle elements regarding the way public policies work. If figures can legitimately be used in evaluation, every kinds of figures and evaluations are not equivalent. Therefore, our main research question is what place for figures in evalution? This contribution relates to research about policy evaluation, seen as a mean to produce knowledge useful for the understanding of policies and their implementation. Based on the analysis of the evaluations of rural development policies conducted by the French ministry of agriculture our goal is to increase practical and theoretical knowledge of those policies through well-designed evalutions.Data, evaluation, methods, rural development policies, Agricultural and Food Policy, R58, Q18, H50,

36Cl measurements in groundwaters of the deep confined aquifer of the Lake Chad Basin (LCB) were performed in order to constrain groundwater geochemical ages and residence times. Twenty-seven wells were sampled in Nigeria, Niger and Chad in the southern parts of the large (700 000 km2) multilayered aquifer of the LCB. 36Cl/Cl values range between 11±1.10-15 to 148±8.10-15 at/at. The highest ratios are observed near the recharge zone of the Nigerian part of the Continental Terminal aquifer, while the lowest ones are found in wells located near the southern fringe of the present-day lake Chad. Chloride concentrations are low (below 100 mg/l) and not correlated to the 36Cl/Cl values, indicating negligible dissolution of evaporites in most samples. Reliable 36Cl ages can be calculated along the different flow paths investigated, suggesting residence times of the deep groundwaters larger than 300 000 years. These results are consistent with new AMS-14C data below the detection limit but are in contradiction with previous 14C data obtained in the area

Study of PASTEL User's Behaviour During the Declaration Process, Illustration of How a Web Portal Dedicated to the French Additional Protocol Improves Safeguards

International audienceIts purpose is to gain in efficiency and enhance this declaration. This portal is used since 2015 and is continuously improved. Understanding the issues related to the user's behaviour during the statement allows ensuring the completeness and correctness of the declaration and increases the declaration's efficiency. Therefore, this paper quantifies and evaluates the time spent on the web portal by registrants and IRSN analysts. For both, PASTEL saves a lot of time, showing the benefits of deploying a web portal for this declaration. This time saved by IRSN analysts is now used for the open source investigation to enhance the completeness of the French Additional protocol declaration. In the future, the purpose is to ease the declaration process and to consider the development of an automatic method based on open source mining
